E-cigarette maker Juul Labs Inc has agreed to pay $462 million to settle claims by six U.S. states including New York and California that it unlawfully marketed its addictive products to minors, a person familiar with the matter said on Wednesday. With the deal, Juul will have settled with 45 states for more than $1 billion. West Virginia has settled a lawsuit with e-cigarette maker Juul Labs for a total of $7.9 million, the state’s attorney general announced Monday. The company was accused of unfair, deceptive acts or practices in the advertising and marketing of Juul products in the state, specifically targeting teenagers. The lawsuit claimed Juul targeted these underage users through social media, influencer marketing and fashion bloggers and celebrities popular with teenagers.

In July 2014, five New York City police officers approached Eric Garner on a Staten Island sidewalk and accused him of illegally selling "loosies"—individual cigarettes without a tax stamp. Garner resisted handcuffs, and a scuffle ensued. Officer Daniel Pantaleo placed Garner in a prohibited chokehold while pushing him down to the ground face-first. After protesting 11 times that he could not breathe, Garner lost consciousness and died within the hour, sparking national outrage and raising awareness of the Black Lives Matter movement.

Juul Labs Inc, an electronic cigarette company, has agreed to pay $1.7 billion to settle more than 5,000 lawsuits, according to reports.

A bulk of the suits allege that the company used its marketing to target children and teenagers. Despite the settlement, Juul has denied the accusations.

The various lawsuits by more than 10,000 plaintiffs were consolidated in the U.S. District Court for the Northern District of California, with the lawsuits included dealing with personal injury, consumer class action, government entities, and Native American tribes.
