FBI Director Christopher Wray is set to warn Congress on Thursday of his concerns over potential bad actors carrying out attacks on U.S. soil due to events overseas.

The FBI is concerned about the possibility of an organized attack in the United States similar to the one that killed scores at a Russian concert hall last month, the bureau's director plans to tell a House of Representatives panel on Thursday.

“Looking back over my career in law enforcement, I’d be hard pressed to think of a time where so many threats to our public safety and national security were so elevated all at once,” Christopher Wray is set to tell lawmakers during a budget hearing. “But that is the case as I sit here today.”

As the U.S. government intercepts foreigners’ communications, conversations with or about Americans inevitably get swept up. Once again, Congress is battling over whether and how the FBI should be able to access this information.

Congress is trying to reauthorize the Foreign Intelligence Surveillance Act this week, and doing it right is crucial for national security. The House Intelligence and Judiciary committees have worked out a sensible compromise that can protect Americans from foreign jihadists as well as domestic abuses of power. The risk is that they’ll muck it up with damaging amendments.

Hard-line House Republicans tanked a procedural rule vote that would begin debate on reauthorizing Section 702 of the Foreign Intelligence Surveillance Act, effectively leaving the House at a standstill just nine days before the key surveillance law expires. 

Speaker Mike Johnson (R-La.) abandoned plans to bring a bill to the House floor this week that would reauthorize the nation’s warrantless spy program, a second failure to consider legislation that has sparked a battle between two powerful committees.

Section 702 of the Foreign Intelligence Surveillance Act (FISA), which allows the government to spy on noncitizens located abroad, has divided the House’s Intelligence and Judiciary committees, who are at odds over whether the program should include a warrant requirement.

U.S. students lag behind their peers in many industrialized countries when it comes to math, according to the results of a global exam released Tuesday.
