The Biden administration announced plans to provide billions in funding to Taiwan Semiconductor Manufacturing Company to build cutting-edge chip factories in the U.S., a major development in its push to reshore advanced technology supply chains.

President Biden on Wednesday boasted about a “landmark agreement” between his administration and Intel to invest up to $8.5 billion in federal funds in semiconductor facilities in Arizona and three other states, arguing it would transform the country’s manufacturing capacity.

Biden toured an Intel campus in Chandler, Ariz., where he delivered remarks on the latest public-private partnership struck through the bipartisan CHIPS and Science Act.

The Biden administration plans to halt shipments to China of more advanced artificial intelligence chips designed by Nvidia and others, part of a raft of measures released on Tuesday that seek to stop Beijing from receiving cutting-edge U.S. technologies to strengthen its military.

The rules, which go into effect in 30 days, restrict a broader swathe of advanced chips and chipmaking tools to a greater number of countries including Iran and Russia, and blacklist Chinese chip designers Moore Threads and Biren.

The Biden administration on Tuesday announced additional limits on sales of advanced semiconductors by American firms, shoring up restrictions issued last October to limit China’s progress on supercomputing and artificial intelligence.

The U.S. Commerce Department on Friday is issuing final rules to prevent semiconductor manufacturing subsidies from being used by China and other countries deemed to pose American national security concerns.

The regulation is the final hurdle before the Biden administration can begin awarding $39 billion in subsidies for semiconductor production. The landmark "Chips and Science" law provides $52.7 billion for U.S. semiconductor production, research and workforce development.

President Joe Biden said Sunday his visit to Vietnam to showcase stronger ties with Hanoi was not about trying to start a “cold war” with China, but rather was part of a broader effort to provide global stability by building U.S. relationships throughout Asia at a time of tensions with Beijing.

“It’s not about containing China,” Biden said at a news conference in Vietnam’s capital after attending the Group of 20 summit in India. “It’s about having a stable base.”
