Gang violence in Haiti has continued to further deteriorate the country's security and the crisis is reaching "a point of no return," according to the United Nations' top envoy for the Caribbean nation.

Maria Isabel Salvador, the special representative of the U.N. Secretary-General for Haiti, issued her warning Monday during a Security Council briefing in New York City.

The Israeli military said Sunday that an investigation into its soldiers’ deadly attack on medics in southern Gaza last month had identified “several professional failures” and that a commander would be dismissed.

An internal White House memo proposes cutting the budgets of the State Department and U.S. Agency for International Development (USAID) by nearly half in fiscal 2026, according to new reporting from The Washington Post.

The early proposal for the fiscal 2026 budget would allocate $28.4 billion for State and USAID — down $27 billion, or approximately 48 percent, from the $54.4 billion in the 2025 budget, according to the Post.

President Donald Trump's administration is weighing a dramatic reduction in foreign affairs funding, with a proposal to slash the combined budgets of the State Department and U.S. Agency for International Development by nearly half in fiscal 2026, according to an internal memo reviewed by The Washington Post, The Hill reported.

The White House’s Office of Management and Budget has proposed gutting the State Department’s budget by almost 50%, closing a number of overseas diplomatic missions, slashing the number of diplomatic staff, and eliminating funding for nearly all international organizations, including the United Nations, many of its agencies and for NATO headquarters, officials said.

The Israeli military on Saturday acknowledged that the initial accounts from troops involved in the killing last month of 15 people in southern Gaza — who the United Nations said were paramedics and rescue workers — had been partially “mistaken.”

The assessment, which was shared in a briefing with reporters by an Israeli military official, came the day after a video obtained by The New York Times appeared to contradict the military’s earlier version of events. The official spoke on the condition of anonymity under army rules.

The Israeli military has provided new details that changed its initial account of the killing of 15 emergency workers near the southern Gaza city of Rafah last month but said investigators were still examining the evidence.

The 15 paramedics and emergency responders were shot dead on March 23 and buried in a shallow grave where their bodies were found a week later by officials from the United Nations and the Palestinian Red Crescent. Another man is still missing.
