Norfolk Southern announced new details Monday about its plan to compensate East Palestine residents for lost home values since the fiery derailment disrupted life in the eastern Ohio town in February.

The railroad’s program will no doubt be welcomed by some people who want to sell their homes and move away from the town rather than deal with the lingering health worries. But some critics say the railroad should be doing more to address those health concerns instead of worrying so much about economic recovery in the area.

Norfolk Southern (NSC.N) said on Monday it launched an interim program to compensate homeowners around East Palestine, Ohio who have had to sell their properties at a reduced value following a Feb. 3 train derailment that spilled toxic chemicals.

The program applies to parts of Ohio and Pennsylvania near the derailment site and applies to those with homes on the market, future listings or sold since Feb. 3. The railroad first announced plans in May to create the program. The train caught fire and released over a million gallons of hazardous materials and pollutants.

A train belonging to Norfolk Southern derailed Saturday night as it passed through the rural Alabama town of Jasper, ABC 33/40 reported.

Eleven cars, along with the lead locomotive of the train, exited the track. Diesel fuel and engine oil from the train also leaked as a result of the derailment, according to a Norfolk Southern statement obtained by ABC 33/40.

A Jasper Police Department Facebook post Sunday noted the company stated, “The train crew was briefly trapped in the engine room because the engine tilted over.”

The U.S. Justice Department filed a lawsuit against Norfolk Southern over the major train derailment that occurred in East Palestine, Ohio, last month.

The suit, filed Thursday on behalf of the Environmental Protection Agency, accuses Norfolk Southern Railway Company and Norfolk Southern Corporation of "unlawfully polluting" the country's waterways and violating the Clean Water Act, which prohibits groups from releasing toxic pollutants into waterways without a government permit.

Norfolk Southern CEO Alan Shaw faced a Senate grilling Thursday as Washington lawmakers held their first hearing on railroad safety about a month after a train carrying toxic chemicals derailed in East Palestine, Ohio.

Senate Environment and Public Works Committee Chairman Tom Carper, D-Del. pointedly asked Shaw: "Yes or no: Will you commit that Norfolk Southern will be there for as long as it takes to make East Palestine, Ohio, Darlington Township in Pennsylvania, and the surrounding communities whole from this disaster?"

Members of a Senate committee today grilled Norfolk Southern CEO Alan Shaw and environmental officials over the response to the Feb. 3 toxic derailment in East Palestine, Ohio.

Shaw repeated his promise that the railroad will do whatever it takes to make things right in East Palestine, now and over the long term.

"I want to begin today by expressing how deeply sorry I am for the impact this derailment has had on the residents of East Palestine and the surrounding communities," Shaw told the U.S. Senate Committee on Environment and Public Works. 

The head of Norfolk Southern Railway on Thursday said that following the derailment in East Palestine, Ohio, the company is “determined to make this right.”

Alan Shaw, the company’s CEO, said in testimony before a Senate panel he is “deeply sorry” for the disaster.
