Iowa cattle feedlot's manure pollution apparently went undetected for years, DNR says A cattle feedlot in northeast Iowa likely polluted a creek for years during heavy rainfall, according to the Iowa Department of Natural Resources. The feedlot near Elma, owned by Curtis Fox, has about 650 cattle and is small enough that it’s not required to have a state-approved plan for managing its manure.
