Three Russian ships and a nuclear-powered submarine are expected to arrive in Cuba this week ahead of military exercises in the Caribbean, officials said. While the exercises aren't considered a threat to the U.S., American ships have been deployed to shadow the Russians, U.S. officials told CBS News.

The US Treasury's regulatory amendment to the so-called Cuban Assets Control Regulations, announced on May 28, has caused quite a stir in Washington and beyond. For the first time since the revolution in the 1950s, Cuban entrepreneurs can open a bank account in the United States and access it from Cuba.

The changes are intended "to promote internet freedom in Cuba, support independent Cuban entrepreneurs in the private sector, and expand access to certain financial services for the Cuban population," the Treasury Department said in a statement.

American Bryan Hagerich was spared a lengthy prison sentence under Turks and Caicos' strict gun laws and returned to the U.S. after paying a fine. The father of two was caught with ammunition in his baggage earlier this year.

A judge sentenced Hagerich on Friday to a suspended 52-week sentence with a fine of $6,700. Upon paying his fine, he was given his passport and returned to the United States without serving the sentence.

An Oklahoma-based missionary group working in Haiti’s capital was attacked by gangs on Thursday night, leaving two Americans and the group’s director dead, the organization, Missions in Haiti, announced on Facebook.

Missions in Haiti runs a school for 450 children, as well as two churches and a children’s home in the Bon Repos neighborhood in the northern outskirts of Port-au-Prince, which is widely known to be controlled by two local gangs. The independent nonprofit was founded by an Oklahoma couple, David and Alicia Lloyd, in 2000.

Alejandro Fonseca stood in line for several hours outside a bank in Havana hoping to withdraw Cuban pesos from an ATM, but when it was almost his turn, the cash ran out. He angrily hopped on his electric tricycle and traveled several kilometers to another branch where he finally managed to withdraw some money after wasting the entire morning.

“It shouldn’t be so difficult to get the money you earn by working,” the 23-year-old told The Associated Press in a recent interview.

Embattled Haitian Prime Minister Ariel Henry formally resigned, officials said Thursday, opening the way for a new caretaker government that would welcome a foreign, U.S.-backed security force to combat the gangs that have laid siege against the state. 

The resignation came as a new nine-member transitional council was inaugurated Thursday morning in the National Palace in Port-au-Prince. The council is made up of seven voting members and two observers representative of Haitian political parties and civil-society groups.
