Philadelphia’s head of LGBT affairs and her husband were arrested by a state trooper Saturday, in what the mayor is calling a “very concerning,” interaction, according to a video circulating on social media, which was confirmed by police.

Celena Morrison, executive director of the City’s Office of LGBT Affairs, recorded a portion of the arrest of her husband, Darius McLean, on the Vine Street Expressway, her sister told CNN on Sunday.

It’s not just Donald Trump’s election, Brexit and the anti-establishment wave sweeping the West. It’s that when even a mainstream media outlet opines approvingly on “racial profiling,” you know change is afoot.

As the nation reels from a series of high-profile fatal shootings of black men by police officers, many have decried the lack of readily available data on how racial bias factors into American policing. But while it’s true that there is no adequate federal database of fatal police shootings (F.B.I. director James Comey has described the lack of data as “embarrassing and ridiculous”), there exists a wealth of academic research, official and media investigations, and court rulings on the topic of race and law enforcement.

When Donald Trump reasserted his support Monday for profiling in order to combat the terror threat, his words apparently weren’t spicy enough for CNN – which decided to add its own flourish.

The Justice Department on Monday issued new guidelines to federal law enforcement officers that will regulate their use of racial profiling in investigations, an update to a policy first put in place in 2003 by then-Atty. Gen. John Ashcroft.

The policy is intended to eliminate discrimination without hindering federal inquiries and law enforcement. The old guidelines banned profiling based on race or ethnicity. Now, for the first time, religion, national origin, gender, sexual orientation and gender identity are also covered.

In his very first address to Congress — in the speech where new presidents first detail their priorities for the nation — George W. Bush devoted a few moments to an unlikely topic: racial profiling.

"Too many of our citizens have cause to doubt our nation's justice," he said, "when the law points a finger of suspicion at groups instead of individuals."

New York is the safest big city in the nation, and our crime reductions have been steeper than any other big city’s. For instance, if New York City had the murder rate of Washington, D.C., 761 more New Yorkers would have been killed last year. If our murder rate had mirrored the District’s over the course of my time as mayor, 21,651 more people would have been killed. That’s more than Georgetown University’s student body, faculty and administrative staff.
