Around 5:34 p.m., police took Timothy Olschafskie, 30, into custody at the Burger King on Elm Street. An arrest warrant out of Wilmington, Delaware indicated Olschafskie is wanted for first-degree "murder by abuse or neglect," Police Chief Alaric Fox said. He was held as a fugitive from justice on a $1 million bond, and is scheduled to be arraigned Friday in Hartford Superior Court.
